



ENERGY PLANNING UNIT
Overview
The Energy Planning Unit (EPU) comprises 37 staff in total including the Energy Planner. There are TWO division in this unit which are Electrical Division (ED) and Power DIvision (PD). The The overall overview task of the Energy Planning Unit (EPU) is to provide and deliver sustainable and affordable power to the people of Kiritimati. These include maintenance and repair of high voltage (11kV) and low voltage system, Government and Project wiring of new buildings, monitoring of load growth for the safety of generation capacity, and repair and maintenance of generators and solar farms for a sustainable energy source.

VISION
To enhance the access of affordable and sustainable energy usage to the public, and to focus on green energy which assists and contribute to climate risks.
MISSION
Strengthening capacity building in collarboration with project donors and the Ministry to improve and sustain the lifespan of the generation system and develop a forecast plan in the Line and Phoenix islands using affordable green energy.
KEY ROLES AND RESPONSIBILITIES
Electrical Division
- Grid extension for electrification of remote areas in providing accessible point of connections which contributes to increase a better revenue collection income.
- Monitoring of load growth to sustain power quality to the public for future analysis.
- Providing monthly electrical billing including disconnecting of electricity to end users to succeed the annually targeted income for the Ministry.
- Repair and maintenance of high voltage and low voltage system including government premisies and wiring of new buildings.
- Provide quality customer services to the public.
- Solar farm maintenance
- To improve and advertise safety awareness to the public to minimize.
Power Division
- Troubleshoot of generator malfunction related to mechanical issues.
- Repair and maintenance of generators in timely services.
Monitoring of load to avoid exceeding the full capacity system.
- Collaboration with the Electrical Division for repair and maintenance of generators and PV system.
- Providing quality customer service to the public.

KURP – Kiribati Utilities Reform Programmed funded by MFAT | The overview task of this project is to provide safety gears for the Electrical and Power staff, capacity building, upgrading of a 750kVA step-up high voltage transformer feeder to Ronton, new meter cabinets, prepaid meters, a new billing system, upgrading of new cabling for the power station and upgrading of protection devices in the control room. | Currently ongoing |
MLPID – Ministry of Line & Phoenix Island Development (Kiribati Government fund) | The MLPID Project is to upgrade the generation system which includes purchasing a new 750kVA prime Cummins generator to meet load growth on the island. MLPID will await for counterpart from the Pacific Generator Services (PGS) in New Zealand for maintenance and installation of the new gen set upon arrival. The expected date to accomplish this project is estimated before the end of 2025. | Currently ongoing |
EKLIPSE – Electrification of Kiribati’s Line Islands Powered through Solar Energy funded by the Government of Australia (GoA) and implemented by Pacific Community (SPC) in partnership with the Government of Kiribati (GoK) | The overview task of this Project is to upgrade Kiritimati Power generation and the Line islands with a green energy system powered by solar energy. These include safety awareness, providing safety gears for ED & PD, implementation of Battery Energy Storage System (BESS) in Ronton Power Station, increasing solar capacity system, capacity building and ,Poland power maintenance & installation of new batteries and etcetera. | Currently ongoing |
Recent Achievement/ Highlights
Upgrading of a 11kV high voltage new system in Kiritimati Island was established in 2014 and recently completed in 2018. Funding of the project is from the European Union (EU) contribute AUD $7.4m, and New Zealand MFAT AUD $4.0m in partnership with the Government of Kiribati (GoK) through the Ministry of Line & Phoenix Island Development (MLPID). The total budget of the project covered AUD $11.4 million
